ABUSE/NEGLECT Case Near Bark Avenue

I was down at Bark Avenue today showing a dog and I know a lot of you have dogs boarding there so I'm passing this along...

If you're on Hill Street with Bark Avenue on your right, and then make a left onto Grand...
On the right are some decent-looking businesses each with their own parking lots fenced in.  Halfway down the street there's a large parking lot completely fenced in with a nice German Shepherd in there.  Something didn't seem right so I stopped.  As I approached the dog I thought he (?) might have his head or paw stuck through the fence but no, he was just checking me out.  He seemed nice, very gentle, possibly even timid or fearful. 

This dog has no shelter from the rain or cold whatsoever.  The only thing he could do in the rain is to crawl under the truck parked there, but who knows if he did.  Even still, the ground is wet and the dog was shivering (the rain was over when I was there).  The dog is thin, but not alarmingly so.  I threw a whole bag of dog biscuits through the fence for the dog to have, since he wouldn't take any from my hand.

The man who owns the place next store stopped, his name is Ron and he's very nice.  He said the dog's only been there since Monday and he's going to go in and talk to the people to see why there is no shelter and is someone coming every day over the weekend to feed this dog etc. 

If anyone is near there and can get me the street address or business name, please send it to me.  I'd like to follow up.  If they don't care for the dog I'll call Animal Control and then get the dog out of the shelter.  Sorry I don't have more info, I had my very senior very injured Doberman in my car and was anxious to get him home.
